Legal Notices NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS March 24, 2017 Town of Wallingford 45 South Main Street Wallingford, CT 06492 (203) 294-2070 On or about April 3, 2017 the Town of Wallingford will submit a request to the Department of Housing (DOH) for the release of up to $800,000 Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), to undertake a project known as Phase II of ADA Unit Compliance & Exterior Energy Improvements at McGuire Court, a 50 unit residential complex owned by the Wallingford Housing Authority contains the following major components, a) upgrade three (3) existing units to current ADA standards to increase the number of fully accessible units at this complex, b) exterior window replacement with energy star rated new windows, c) replacement of old exterior doors with more energy efficient and improved security features and d) re-siding of building exteriors and energy improvements as required. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the State & Federal Program Administrator's Office, Susan Schott, Town Hall, 45 South Main Street, Wallingford, CT 06492 and may be examined or copied weekdays between the hours of 9:00 am and 5:00 pm weekdays. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the State & Federal Program Administrator's Office. DOH's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Wallingford to use Program funds. OBJECTIONS TO RELEASE OF FUNDS DOH will accept objections to its release of fund and the Town of Wallingford's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Wallingford; (b) the Town of Wallingford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DOH; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
