MERIDEN — The City Council will hold a special meeting Thursday to discuss and possibly approve a tax agreement between the city and the Meriden Housing Authority for a proposed development on Colony Street.
The council has yet to meet since Oct. 21 after a meeting was canceled, Nov. 4, the night before the election.
Though the council was scheduled to meet this coming Monday, Nov. 18, the meeting was moved to Thursday night at 5:30 p.m.
“One of the resolutions...is time sensitive,” said City Manager Lawrence J. Kendzior.
The MHA, in conjunction with Westmount Development Group, is proposing a $23 million development at 24-38-44 Colony St. The property covers an empty lot, in addition to a municipal parking lot that the city agreed to turn over to the MHA pending application approval.
The development would include 63 housing units, 21 of which would be replacement units for the Mills Memorial Apartments. Ninety percent of the units would be affordable housing, with 10 percent being market rate.
The MHA and Westmount plan to fund the development through a tax credit program administered by the Connecticut Housing and Finance Authority.
The application for the program is due Nov. 18. City Council Majority Leader Brian Daniels said they want to make sure the application is submitted by Friday.
“If we waited to have the meeting until Monday, it would be too late to submit the application,” Daniels said.
The City Council has to give its final approval of the tax agreement between the city and MHA over the proposed development. The state Department of Transportation has also proposed a possibile multi-level parking garage in the rear of the site.
“With all of the stuff we are doing with the state, you would think we have a very good chance of the tax credits to go forward,” Daniels said, referring to other transit-oriented projects including the improved rail line and Hub redevelopment. “This would include the demolition for two buildings at the Mills, so this is really big... That’s a big, historic step forward.”
The council’s Finance Committee is expected to have a brief meeting at 5:15 p.m. before the council meeting.
