NORTH HAVEN — The owners of Fantasia banquet hall on Route 5 are exploring whether to turn the property into apartments, but neighbors say the noise, light and tenants would be disruptive.
On Monday, the Planning and Zoning Commission held a public hearing on a special permit application, filed by Reno Russo.
The Fantasia plan was presented by attorney Bernard Pellegrino, project engineer Matthew Niski and architect Robert Mangino.
Under the proposal, the banquet and wedding hall at 404 Washington Ave. would be demolished and replaced by three new buildings.
One would be businesses and apartments and the other two would just be apartments.
The height of the buildings would be up to 30 feet, with pitched roofs.
The proposal contains 85 one-bedrooms and 24 two-bedrooms, for a total of 109 residential units and 133 bedrooms, with 147 parking spaces.
Commission members raised concerns about the number of parking spaces for tenants and visitors, where plowed snow would be piled and the lack of sidewalks from back buildings to Washington Avenue.
They brought up the 50-foot buffer of trees and shrubs along the border with houses on Robin Court, the street that runs behind Fantasia, questioning whether the vegetation would be adequate.
Residents of Robin Court urged the commission against granting the permit, saying they were not made sufficiently aware of the proposal, and that the project would increase noise and light, add hundreds of people to the site daily and encroach on their privacy.
“We live on a nice, quiet, dead-end street,” said Danielle Walker, 28 Robin Court. “Is this sort of building really a good fit that close to a residential area?”
Fantasia management declined to comment Tuesday on the plan, but said banquet and wedding business remains strong. The commission’s next meeting is scheduled for Monday, Aug. 6 at 7 p.m. in the Recreation Center.
