WALLINGFORD — The Town Council plans to vote next month on whether to abandon part of a road adjacent to Tractor Supply on Route 5.
Councilors voted unanimously Tuesday to place a sign on Beaumont Road announcing the town’s intention to abandon a triangular, 575-square-foot parcel of land within right-of-way.
The move would allow the installation of a private water service to supply a house at 8 Beaumont Road with municipal water, since the home’s well is contaminated.
The house in question is owned by James Vitali, chairman of the town Inland Wetlands and Watercourses Commission.
It’s unclear whether the house is currently occupied or what caused the well contamination. Vitali did not return calls for comment Wednesday.
According to an Aug. 12 memo from Mayor William W. Dickinson Jr. to the Town Council, the source of the contamination has not been determined, but was discovered during an environmental site assessment.
The state Department of Energy and Environment Protection approved the water pipe as an alternative to long-term site monitoring, the memo stated.

The parcel was overlooked when Beaumont Road’s intersection with North Colony Road (Route 5) was realigned in 1989 and the town abandoned the old Beaumont Road boundaries.
The road previously had a wider turning area, almost like a fork in the road, Dickinson said, and the town realigned the road to create a T-intersection with North Colony Road.
Hallisey Pearson & Cassidy, a Cromwell-based engineering firm representing the owners of Tractor Supply, 800 N. Colony Road, requested that the town abandon the parcel.
The Tractor Supply store’s owner, IamTheWalrus LLC/New England Retail Properties, Inc., would acquire the abandoned parcel and the property at 8 Beaumont Road would possess a water service easement over the Tractor Supply land to run the water pipe.
Dickinson said in the memo that the abandonment of the parcel would allow town water service to the house at 8 Beaumont Road, since the town Water Division doesn’t grant permits for water pipes to be built in public right-of-ways.
The house at 8 Beaumont Road is 1,400 square feet and located on a .32 acre lot, according to town records.
A limited liability company, 8 Beaumont LLC, was registered on May 24, 2012, with Vitali as the manager. Property ownership was transferred on May 31, 2012.Officials support proposal
Town officials have stated they support the abandonment.
Dickinson said in the memo that he doesn’t support the sale of the parcel, “given the past history of abandonment of this right-of-way, and (since) the purpose is to correct a well water contamination problem.”
He added that the town Assessor’s Office placed a value of $3,200 on the parcel.
Town Planner Kacie Hand said during the Planning and Zoning Commission meeting on Aug. 12 that the abandonment proposal went around to various town department for recommendation, and that there was “universal support to abandon it.”
“All of us were under the impression that it had already been abandoned and was part of the Tractor Supply property,” she said. “From my perspective, I don’t really believe in keeping slivers of property that don’t have any purpose for the town and that create potential liabilities to the town.”
She added that the town Engineering department indicated that there was no use for it in terms of future roadway widening.
