Meriden man charged with DUI after driving wrong way on one-way road

MERIDEN — A city man faces charges after police say an off-duty officer found him driving the wrong way down Foster Street on Monday night.

Manuel Otavalo, 37, of 17 Carter Ave., Apt. 3, was charged Monday with driving under the influence, interfering with an officers, second-degree criminal mischief, traveling the wrong way on a one-way street and driving without a license. Otavalo was arraigned in Meriden Superior Court on Tuesday and released on a promise to appear in court on Sept. 19.

An off-duty officer saw a vehicle headed the wrong way on Foster Street, a one-way street, about 7:30 p.m. and flagged down the driver, according to a police report.

The officer noticed Otavalo was intoxicated and reached into the car to remove the keys.

Police found empty cans of beer and a partially consumed can of beer in the car, the report said.

Otavalo failed field sobriety tests and became combative at police headquarters, kicking a cell door and urinating on the holding cell floor, the report said. He refused to submit to a breath test.
