WALLINGFORD — After an 11-year career in the town’s Personnel Department as assistant director, Jim Hutt was recently named director.
“It’s the culmination of my professional career. My career goal was to become a personnel director,” said Hutt, who served as acting director since January and was named to the permanent position last week.
Hutt, 54, replaces Terrence Sullivan, who headed the department for 18 years and retired in March due to illness. His annual salary is $116,202.
“I will say it is pretty bittersweet given the circumstances with (Sullivan),” said Hutt, a Waterbury native.
Hutt’s career in personnel and human resources began 29 years ago when he was serving in the military, he said. He served on active duty in the Army from 1983 to 1986 and continued serving in the Connecticut Army National Guard until 2012. While serving, he worked in personnel administration at Fort Carson, Colo.
“I had the best of both worlds,” Hutt said. “I was learning a skill to use in the civilian workforce and I was part of an infantry unit to be a soldier at the same time.”
After retiring from the military, Hutt worked in Waterbury’s Personnel Department from 1997 to 1999. He has a degree in political science from Central Connecticut State University and a master’s in research measurement and evaluation from Southern Connecticut State University. He is also an instructor for an online program at Post University in Waterbury.
Hutt said he enjoys seeing the different departments working together and seeing the progress of employees through the years.
“I enjoy seeing how all those parts interact together,” he said.
Mayor William W. Dickinson Jr. said he selected Hutt because of his experience and skills.
“You need someone with knowledge and certainly experience, but also someone who’s thorough and conscientious,” Dickinson said. “The personnel department is one that really has its business in every other department. You need someone that can deal well with people and understand the different missions and responsibilities of various departments.”
Hutt said was able to learn a lot from his former boss, Sullivan.
“I was able to sit down with him and present ideas to him with helping run the organization,” he said. “I had a hand in helping him run the department in the time I worked with him and I appreciated that greatly.”
Hutt and Sullivan served in the National Guard together.
“With military people, there’s something called commander’s intent and that means when the commander is not available, you know what is expected,” Hutt said.
