WALLINGFORD — With brick and wood exterior, slate roof design and proximity to the train station and downtown, the owner of a historical building is hoping to draw in new tenants to an area the town is also targeting for development.
The Hall-Elton building, 43 Hall Ave., is a three story building with a total of 11,000 square feet of space. It was originally built in the mid-1800s in French Second Empire style. The current owner is Andrew Carbutti Jr.
The building was home to the Board of Education’s central offices in 2015 and early 2016, when a water pipe burst on the second floor. Carbutti said repairs and improvements were made after the pipe burst.
“...the building was put back into wonderful shape,” he said.
Since the repairs, space has been leased to a variety of tenants. Carbutti said about 1,200 square feet on the first floor and several offices on the second floor remain vacant.
Directly across the Hall-Elton building is the Brothers Restaurant property, which was purchased by the town in October 2018 and is slated to be demolished and turned into a public parking lot.
Town Planner Kacie Hand said the new parking spaces are an attempt to encourage development in the area. She is hoping the existing business community and proximity to the rail line will prove a draw.
“Wallingford is very fortunate it has components of a classic New England downtown that a lot of municipalities would love to have,” Hand said.
The town has also implemented a zone change and tax and housing incentives to encourage a mix of new residential and retail development downtown, Hand said.
The Hall-Elton building and the Brothers property are both located in the lower downtown area, just west of Route 5 and Center Street. Tim Ryan, the town’s economic development specialist, said that the town is hoping to attract new businesses to the area.
“It’s in the lower part of downtown, we would like to see some redevelopment activity,” Ryan said.
